The West Virginia University Research Corporation, on behalf of the Northern WV Brownfields Assistance Center (NBAC), is seeking an environmental consulting firm to provide Qualified Environmental Professional (QEP)/Licensed Remediation Specialist (LRS) services and technical assistance in implementing a Community-Wide Brownfields Assessment Grant from the U.S. Environmental Protection Agency (US EPA). The NBAC’s community-wide assessment program is focused on attracting new business, lodging, and recreational opportunities to West Virginia’s rural riverfront main streets through the redevelopment of industrial legacy sites. Activating these buildings into a mix of commercial and lodging spaces will increase entrepreneurship activity on rural main streets across Downtown Appalachia. The primary focus area for the grant is the riverfront downtown district in Grafton in Taylor County, WV. Grant funds can and may be used to assess properties throughout NBAC’s legislatively designated 33 counties in West Virginia, with a specific focus on other riverfront downtown districts. The selected environmental consulting firm will perform Phase I and Phase II Assessments, undertake site characterizations in accordance with US EPA Brownfield Standards, produce Remedial Action Plans, generate reports compiling all data with conclusions and recommendations for site clean-up, and create site reuse planning deliverables from approximately January 2021 through the end of September 2023.
