The Northern WV Brownfields Assistance Center (NBAC) is housed in the West Virginia Water Research Institute (WVWRI) at the Energy Institute at West Virginia University in Morgantown, WV. We serve the northern 33 counties with collaborations also extending statewide.

USEPA Brownfields Program
The USEPA Brownfields program is a major vehicle for converting derelict land into useful and productive property. Working in coordination with West Virginia University, West Virginia Department of Environmental Protection and the West Virginia Development Office, we are helping to position the State to realize enhanced economic development through the aggressive redevelopment of brownfields sites.
The program includes grants for assessment and remediation. It also includes a loan program to encourage site infrastructure development.
Downtown Appalachia
The Natural Capital Investment Fund and the Brownfields Assistance Center at West Virginia University have teamed up to create the Downtown Appalachia Redevelopment Initiative (the “Initiative”) because we see tremendous opportunities – and the entrepreneurs, developers and property owners with the creativity, energy, and commitment to capitalize on them.
Building Removal and Renovation (BR2)
The program seeks to identify and rank dilapidated non-residential structures and prepare selected sites for rehabilitation or demolition. Structures and associated property will be evaluated from multiple perspectives, including structural integrity, environmental site condition.
Act NOW / CBRI
ACT Now (Appalachian Climate Technology) and the ACT Now Coalition’s Community & Business Resilience Initiative (CBRI) seek to rebuild the economy in southern West Virginia by bringing new, sustainable jobs to the area. The area has historically been focused solely on the coal industry, and ACT Now provides the funding and resources to diversify the economy.
Inventory
Brownfield sites are located all over the state. We strive to inspire communities to plan brownfield redevelopment projects. Our mission is to provide assistance with finding, preparing, and ultimately remaking these sites into usable, clean, and helpful places.
BAD Buildings
This program helps communities address barriers to identifying, prioritizing, and redeveloping BAD (Brownfields, Abandoned, Dilapidated) buildings.

EPA Grant Writing Assistance
Staff at our center are experts in US EPA Brownfield grant processes and proposals and provide ongoing support to EPA Brownfield grantees. Each year, the we partner with US EPA and the WVDEP to provide virtual and in-person grant trainings to prepare applicants to submit competitive proposals for brownfield assessment, cleanup, and planning funding.
